My '53 3600 did that when I got it and I found that one of the front leaf springs had broken at a shackle. I replaced all front springs and shocks and now it is perfect. I also found that my steering box was dry and needed adjustment and I filled it with lube (Corn head lube - John Deere)and that made a huge difference as well.
Just thoughts.
