The bracket is factory-installed, and should not be disturbed during normal maintenance. There is absolutely no reason to remove it. It maintains the alignment between the oil pump and the distributor shaft, which is driven from a gear on the camshaft. If it gets removed for some reason, like by an over-zealous dismantler, it would be necessary to fabricate a very precisely-made alignment shaft to hold the bracket in place while it is riveted or bolted back into position.
