I put one of these on and thought about closing off the space your talking about but after thinking about it if I closed it off and the welds were not perfect and the space perfectly sealed any water seepage would never dry out and rust much quicker. With it open dirt is easily washed out and water will dry quickly. Painting the area with rust-oleum or POR 15 would be a better idea
