jimbo, look close at the end of that stud, the bell crank center hole slips onto the stud, probably with a washer on each side, the spring clip on the end holds it in place, the rest of the linkage hooks to either end of the bell crank to change the direction of motion between the pedal and the carb .... if you had that stud out [to find water behind it] best to insure you put some type of sealer on the threads
