Almost any type of stainless steel will outlast any mild steel in a corrosive environment. The metal piece was not stainless steel.
1937? The cost of stainless back then would be highly prohibitive in its use on some truck part. It could have been some tin or Al or ? Not stainless. If it was a tape? Then likely a softer wear strip or something like that and makes it more of a soft metal like a tin solder or what ever.
