The old fashioned way to do this was to stick an appropriate sized drift punch in opposing holes and then using a long screw driver as a lever to turn the nut. You may well find chisel marks on the inner nut where someone previously used a chisel to turn the hex hut. I recommend correct socket for the inner nut.
