I will try and keep this on subject. I have not seen that designation in the many years of collecting license plates. I am no expert on these, especially the early years like yours. I have talked with Dave before on designations and he doesn't pay attention to them at all and may be of no help in identifying this plate. i will check some of my resources, but a couple of guesses might be:

METER MAINTENANCE (First parking meter was in 1935, so this might not work)

METER MAID (Doubtful that they used this and the plate looks like full size not Motorcycle plate)

MUNICIPAL MAINTENANCE * Street Sweepers - Road Crews etc.

When Kansas used that format on tags it was a county designation. For instance my home county of Cowley county was CL. These days it's still CL but put on a sticker in one corner rather than embossed on the tag. Here's one for Sedgwick county.

good find Tiny, but not sure there would have been "modular mobile" [homes] in 1937 grin interesting they have specific categories for Chev and International 'burbs, but nothing specific to panel trucks!! that's the modern listing tho' and here they class panel trucks as 'vans' now

These codes are used on paper work at the DMV to identify the type of vehicle and are not used on the license plates.
