I've tried it and it doesn't appear to move. It was mainly designed for a little more fuel economy. Most larger trucks had no vacuum control because they were at full throttle most of the time. The chances are good that you have a ruptured diaphragm or the linkage is hanging. The vacuum advance unit on a 216/235/261 is attached to the outside of the distributor - you can see the distributor move.
