The center fender support is attached with two rivets and leaded smooth on the outside. There is also an additional hole at the bottom verticle surface.
Was this factory or a creative previous owner?My passenger side fender has a detachable fender support with two holes for bolts.

The rivets are shown in the '47-54 Factory Assembly Manual Sect 11, Sheet 19. Rear fender installation starts with running boards on Sect 11, Sheets 17.00 - 19.00. They are visable / not leaded smooth.
RPO 341 Side Mounted Wheel Carrier Instructions are in Sect 10, Sheets 3.00 - 3.02.
Perhaps a previous owner drilled out the rivets to repair / replace a fender.

If you are going to try to find the side-mounted spare wheel-carrier mounting bracket, the 1953 bracket assembly is slightly different from the 1954/55 assembly, due to the angled shape of the 1953 (and earlier) bed-sides.

Also, if you find a mount, most of them are missing an angle iron bar that is mounted horizontally on the backside of the bedsides - attached with the lower bolts in the vertical bars.
