As I was putting my wipers back together I noticed one of the arms appears to be missing the insert that slides over the nut on the transmission. The one that is there seems to be made out of a hard material photo

It looks like the parts houses sell a rubber grommet to replace this. Do these work and hold up?

I don't see why it wouldn't hold up. It's not like your wipers will see a lot of use.

That hard material is old dried rubber. The replacement rubber grommets should work fine.
