In the middle of a 1937 3-speed syncro transmission rebuild, and while I can get the main bearings locally, what is the best source for new thrust washers? Will the "small parts kit" from Jim Carter have what is needed for thrust washers as well as the reverse idler lock pin?

I'm also guessing the inner bushings are worn on the countershaft and the reverse idler gear shaft. The shop manual says the bushings are not serviced separately. Am I doomed to have to chase down new gears if the bushings are worn excessively, or has anyone successfully replaced the inner bushings?

I am sure your local machine shop could remove and replace the bushings for you. They will most likely have to turn a stock bushing to the right size.
