Also, check to see if the throttle shaft is worn and has any play in it which could be a source for an air leak.

(A) bracket bolting to throttle shaft with a round hole that becomes elongated (B) Rod from bracket (A) to cross arm which wears a groove
If either the bracket or the rod wear as above, a hesitation can certainly occur. Replacing these parts often will eliminate a hesitation if the carb is the culprit.
A misfunctioning distributor will also cause a hesitation.
