When I fire the old girl up she will only run with the gas pedal flat to the floor. And at that only for a few seconds. I changed the condenser and added a alternator. Other than that, that's all I did in the engine bay. When it shuts down fuel spills out the overflow tube in the center of the carb. Could the carb be bad? You could connect a piece of plastic tubing to the fuel inlet and blow through it to test if it is open or closed as you work the float.

In most carbs the tab pushes on the needle valve, so up. Just remember though, up is down when the carb top is upside down on the work bench!  Also you might want to let everyone know what type of carb it is, it will help with the diagnosis. It does sound like the needle valve is not closing though.
