The rubber ends look in good shape. I pushed them back on tighter , but , are they due for a replacement when they look like this? While there should be some fluid there for lubrication (very little), that looks to be a definite leak. You should at least do a rebuild on them. Since you mention seeing fluid on the wheel, most likely the shoes are soaked as well, and should be replaced.

If there is fluid inside then there is leakage in the cups. You can put a kit in it easily. You will need a brake cyl. hone available at Chinese tool stores or parts stores.
