Vacuum brakes aren't air brakes, which do you have?

I'd guess vacuum boosted with a hydrovac, if you plug what sounds like a vacuum leak it may run smoother while you figure out the rest of it.

If you are hearing what sounds like an air leak, you probably have a bad vacuum leak. And your engine will be way too lean and never will run right. I would remove the vacuum line from the center of the manifold and plug it until you get the engine right. I would then search for the source of the vacuum leak.

pretty sure I've got the wagner air brakes - big belt driven air compressor on the front drivers side of the motor, with the wagner 160psi guage in the cab and a big resevoir underneath the drivers side of the dump box.

Is the gauge building any air pressure at all? There's a "governor" mounted somewhere on the air compressor that routes air pressure to the valves inside the compressor and holds them open when the preset pressure is reached. Sometimes they stick in the "release" position and prevent pressure from building up. The governor is a round housing about 1 1/2" in diameter and about 4" long, held onto the compressor by two bolts.

WOW !, Sounds like you have a Wagner Air Brake Conversion, which was an accessory add on from Chevrolet Dealerships. That's a "Rare" setup, you have there. I've only seen one, in all my years of messing with these Advance/New Design '47-'54 GM trucks. I'd like to see some photos of your truck, & Air brake setup. Air brakes weren't available on Chevrolet Trucks from the Factory until around 1956.

let me look how to post Pics here. and I will!

I see in your post that you collect the COE's that was what got me started on this, just missed out on a SWB COE dumptruck another guy showed up at the same time and opened with"i'll give you more than your asking for it" so I wasn't going to get into a bidding war at the beginning end of a project.
a buddy of mine stumbled on this truck and I couldn't pass on.

Now that's a NEAT TRUCK. You have an accessory Vacuum booster pump mounted to the driver side firewall also. And accessory electic air horns. That's a "Great Score" there. These goodies, make for a "Rare" truck. Thanks for the photos.
