I beleve it is the driver side.Pull the governor out and make sure the gear is not damaged or the valve is not stuck.To check turn the gear to the up position.Squeeze the two weights at the bottom, you should see the valve move freely inside,clean and try it again.How much oil do you have in it ? Will hold 8-10 qts if the converter was empty.Good luck.

With the engine idling, check the fluid level. I had to add another 3 quarts before mine had enough fluid in the converter to enable shifting. It works fine now. | | |
