i bought this vehicle locally after it sat in a garage for 15 years.i cleaned the carb and fuel pump and got it running.when it is in park it makes a loud grinding noise, but when i put it in gear it goes away.i thought it could be the starter so i put a shim in but the noise is still there. any suggestions?

Check the motor mounts, and front pulleys for any sign of wear or scratches. It could be that once you drop it in gear, the torque is holding the engine over to the side just enough to not hit something. The other option is something is wrong inside the powerglide.
