Having to drill the lower hole is a sign you have an early axle and not unusual.
I bought my kit from someone else and the instructions were pretty clear about that possible need while vague on other things. But then on mine I don't think drilling out the hole was required.

I'm suggesting calling ECI for any guidance you may require. They are very knowledgable and friendly. This is the advice I'm taking when I do mine.....in a couple of weeks.
