Does the spring and washer in the filter canister go at the base of the can or under the lid? there is also a small grove in the shaft of the bolt.I'm assuming for an o-ring? thanks. I believe this canister is 53 or 54 going on a 58 motor.

My theory is that the spring is there to hold the element up from the bottom. This way sediment can rest in the bottom of the can and not get in the way of the filter. My bolt seals with a copper washer under the head.

Depends on the filter- I have a later fram and it has a spacer for the bottom side of the filter cartridge, and a spring for the top. If you only have the spring, I would put it on the bottom

I put an o-ring in the groove your refer to. The only thing I can see that it does is keep the bolt from pulling all the way out or falling out if you turn the lid over.

I put the spring and washer under the cartridge and spun the pump with the drill yesterday to check for oil pressure and leaks. Everything checked out perfect. Plenty of pressure and good flow up into the rocker shaft. Christmas day will be my first attemt to fire up my first stovebolt rebuild. Wish me luck. If all goes well could be one of my best presents to myself
