I already know the pitfalls of relying on these units as I have had experience with them failing on forklifts. I'm just wondering if it would have been factory equipment. The truck has the drum style, handle operated brake on the driveline, so I am wondering why this would have been installed on the truck.
There's no PTO or anything so rule that out.

We always used chock blocks too. They were usually installed at the time a PTO was installed. Your truck must have done something during its life that required something to hold the truck while the engine was running. We had Micro Locs on all our wreckers and in the 9 years I drove them never once had a problem with them. We didn't use them as a parking brake, just used them when we were working the truck.
