When the engine is running, there is no puffing or air discharge from the bottom of the vent tube. I think thats good.
When the engine is running you can see oil leaking from beneath the cap. The oil drips down the outside of the vent tube and marks the floor. The oil escaping is constant.
Maybe the cap gasket needs fixing?

It is fairly easy to knock the tube out of the block and check to see if it is clogged (it is press-fitted into the block).
You can soak the tube in kerosene in an attempt to unclog it (some people have reported that they burn-out a clogged road-draft tube - I have never done that).
