I'm guessing it was to prevent rattling. It was probably high temp rubber. Where can I get some of this?

It went to the frame with a steel flat metal. There was no rubber on it.

None of them resemble the picture. However, the setup in the picture was a very common fix in those days. In those days, parts were expensive and labor was cheap. Very seldom were oem muffler clamps purchased. It could very well be some type of asbestos insulation to keep it from rattling. The dangers of asbestos did not become known to the public until later.
