Wiped it off immediately. Paint is one year old base coat/clear coat. After just 12 hours the clear now seems to be lifting and has a rough finish in the pattern of the gas spill. The guy that painted the truck (he moved out of state) said when he painted the truck that the modern paints were resistant to gas spills. Is there a problem with the paint or is this typical? What are my options for fixing the finish?

Had the paint the entire fender. PPG base, clear. Was you BC/CC a urethane or epoxy paint?

That's a problem with "Cheap" internet paints, and great deals. Just because the paint is cheap doesn't mean it any good. You can spend $330 for a complete paint "kit" and be repainting your truck in a couple of years.
Ever seen a Maaco paint job after a couple of years. That's why they can paint a car so cheap. CHEAP paint.
So save yourself a lot of grief and use a quality paint the first time around.
