It is frozen. I had to drop the crack with the flywheel and clutch for the same reason as the bell housing bolts could not be accessed.
The little thing-a-magigs that the camshaft pushes are froze. Even if the lifters are "frozen" you should be able to rock the camshaft a small amount. If you can't I would think that the cam is stuck too. If this is the case I would concentrate on freeing the cam first.
