They are called inner door bottoms. I can't imagine the outer skin not being affected too. With that area, you have to be very careful of warping from the heat of the mig. I used 1" angle iron on the inside of the door to brace the inside of the door before I welded on the new patch. It really helped. My webshots shows the bracing I did if it'll help ya.

Once you cut away the inside door bottom, the ouside skin is like a flap of paper. I tacked the angle iron from the top of the door and mid way down. I located the ends at the exact location of the bottom. In my case, the skin is bent over the inside structure using a hammer and dolly. I suppose that it could be welded as you say.
