I have a 1954 235 engine that I want rebuilt. when I call shops they tell me a price and say (that is if it can be rebuilt). What do they mean when they ask that. How could I check to see if it could be rebilt? If the block and heads are good could it be done?

I personally don't believe in such a thing as a "non-rebuildable" engine. Unless maybe the block is in several pieces...
But probably what they're talking about is if there are no cracks in the cylinder walls.

Or, they might mean: if the cylinders are not already over-bored to the limit, and/or the crankshaft has not been under-ground to the limit.

I would completely tear the engine down.
Take the following to the machine shop:
bare block with main caps (be sure to mark them)
crankshaft
pistons and rods
head

Some shops won't warranty the engine work unless they assemble the rotating mass. If you don't care about longevity, assemble it yourself for the experience,

Be sure to purchase the 1954 shop manual that applies to your engine.Scott has a good point, you might check into the warranty.
