It wants to turn over really bad, and im sparking for sure. Gas just POURS out of the carburetor and the intake manifold is dry as a bone. I think we didn't put the rocker valve train back properly. my lifters are solid, and not hydraulic, am i correct? I need to know the valve clearance for a 194/250 please.

Most, if not all 194/250's are hydraulic. Hydraulic lifters do not have clearance, they have pre-load. In my small blocks, I have always removed all lash and tightened 1/4-1/2 turn more, and it has always worked. It is possible that there are solid lifter versions of this motor, but I have not heard of them (don't take my word for it!)

I don't know what you mean by "pours out the carb, but the manifold is dry" Is it pouring into the manifold, or outside of the carb? Is air pushing out from the intake? This could mean stuck or bent valves or incomplete/ not opening valves. i would check compression, to make sure the valvetrain is doing what it's supposed to.

I don't understand "gas pouring out of the carb" either.
The lifters are hydraulic but its possible they are stuck in the top position. You could re-adjust them to get a slight amount of slack in each one & see if it will start like that.

Hook up a vacuum gauge to a port on the intake or one on the carburator that is under the throttle blade. Keep the throttle closed and have someone crank the engine while you watch the gauge. If it has vacuum, valve train is working, if there is no vacuum, pull the valve cover and see what is wrong. Joe
