This can damage the bearing though. You can pry it out or cut a groove in with a chisel & pry it out. You must always replace them. They can be put in with a large socket that contacts the outer edge & hammer or if you are real careful you can tap it in from around the outer edge.

When ever I need to remove the inner seal. I remove the outer bearing and washer, put the nut back on and drag the drum (disk) off the spindle. The seal usually ends up coming off with the nut.
