Top end oil travels from the rear cam bearing, through a small external copper tube, into the plugged hole you have shown and up to the center oiler (rockers).
Was this line removed for a hot tank cleaning...usually the hole would have been left open. Is there a corresponding plugged hole near the rear lifter hole? It sounds like you bought a naked block and don't know the history of it.
I think '49geezer' has a real good picture of this area properly plumbed. Where that picture is I don't know.

Here is a link to one of the threads: Inliners thread The image seems to be missing now, but I recall that the point "A" referred to is the lower aft fitting and the point "B" is the upper center fitting. Does your engine have mechanical or hydraulic lifters. I have an old 1962 261 in my garage. I'll take the side cover off and see how it is set up for getting oil to the rocker arms. '58 saw a slight change in the black that eliminated the external line. There's a drilled passage from the cam galley that feeds the rocker assembly i=on the later engines. That was my thought too, but it seemed strange that Detroit would develop a new block, then take the time to machine the hole then plug it.

It looks like you are right. In the picture Cecil linked, there is no port or plugged hole in the rear of the block.

I forgot to mention that the block had hydrolic lifter and i'm converting over to solids. There is no plug or opening at the other end of my block. From what i see, the plug stays. My new solid lifters have the bevelled side as shown in the photo and labled "right". Thanks to all of you for your help. Cecil.........
