Using the higher of the two available voltages should make the air compressor a little more efficient from an electrical standpoint. Because you 'half' the current draw, you will be able to downsize the wire size and the over current protection, the circuit breaker size.

Lower start-up draw from the higher votage and more efficient running.
I run a 5.5 hp 3 phase set-up for the same reason. | | |
