I would make sure your lines are connected, if so I would take em off and make sure their clear, not clogged up. You should be able to tell real quick. Mine makes a clear click noice, you can hear it move. It might effect the engine rpm, but I dont think I have ever noticed that. You could also pop the cover off and see if the diaphragm looks ok. Maybe Napa might have a kit, just a guess, good luck.
