Looks like a po has rigged something up to make a makeshift filter for the fuel. The correct filter would be the glass bowl type that mounts inline, usually on the inlet of the carb.

A remote oil filter canister used as a fuel filter.
I wonder if that was done for some purpose or the installer just didn't know any better.
