This has probably been commented on too many times, I've just missed it. My steering wheel is pointing a 2 o'clocki instead of noon when I'm goin straight down the road. Is this a tie rod adjustment or pulling the wheel and making the adjustment?
If it's the wheel, con you walk me through it?

I assume you are talking about a 52 Chevy Pickup. The normal adjustment to straighten a steering wheel is in the drag link. However, your Chevy Truck has a solid drag link with no adjustment.

Pull the steering wheel and put it back on straight...

You will need to remove the horn button , then the nut that holds the wheel. A steering wheel puller will most likely be needed to release the wheel. They are available to rent or can be purchased in the $ 25 dollar range..

Somethings to consider before just pulling the wheel and repositioning it. The steering boxes are designed to be centered when going down the road. They have a little less clearance in the center position to help keep the truck straight. A little to the left or right and they get easyer. You need to find out if it's the tie rods or the wheel it self thats off. Unhook the draglink from the gear box first, then turn the steering whell all the way to the left. Count the turns till it hits the stop on the right. Now return the wheel to half the amount you just turned it. Is it in the right position now ??? If not, now you can pull the wheel and move it. The tie rods have nothing to do with the center point of the steering. What you might want to do before you pull the steering wheel is go through the steering box adjustment procedure. I think that can skew the centering a little as the wear is taken up.
