Later model Huck brakes have 2 slots on each backing plate, front and rear to adjust each shoe seperately. I believe the 39 originally
had one hole in each brake drum for access to adjust both shoes. You'll find a hole through which you adjust the shoes. You may even be lucky enough that the original hole covers are still on them. If so they just pivot on the rivet to swing out of the way unless they're rusted in place.

The drum is on the front. You'll find a hole maybe a half inch wide or slightly less which lines up with the adjusters. If they were changed out for later model drums & don't have the hole you'll have to get creative.
