It has two places for what looks like the heater hoses to attach to. My 51 3100 has the heater hoses going through the firewall via the grommets and into the heater, should one of them go to the heather then to this thing sticking out of the firewall and then one out to the water pump? What does it do?

If I am picturing what you are saying that is the heater control valve which controls the flow of the water into the heater core. Is your truck bypassing that valve somehow?

On then in side of cab should be a handel comeing off of this to under the dash so you can control the hot air. It has the handle that says "warmer" inside the cab. I wonder why the Previous owner bypassed this? The quick fix was to bypass it.
