there is a braket on my 64 that im missing it bolts to the bottom of the truck and connects the emergecy brake cables and the brake handle together its rectangle and made of thick steel

I think it's just a piece of flat bar with a couple of holes in it. You should be able to fabricate that pretty easily from some hardware store flat stock, I would think,
