I think that I am missing a few parts under the dash. I have the two arms but cannot figure out how they attach to the small lever on the motor itself.

I am not an AD guy, but if you have a Chev's of the 40's catalog, they have the exploded view of the wipers in the back of the catalog somewhere.

The eye in the links from the transmission should have a rubber grommet in them that presses over the brass hex bushing on the motor operation arm. The links are held on by an arm spring retainer, this is two clips with a small spring between them. Classic Part, pg50 or any of the other vendor catalogs have good pictures of these under wiper parts.
With the motor operating arm in the vertical position the wiper arms should be installed in the vertical position
