I determined that the starter was shot but the horn had me stumped. Both horns worked when I powered them directly & the relay tested fine. I assumed it was wiring in the steering column & deferred further work while my truck was up on jack stands.
Today I installed the rebuilt starter. The truck started right up and the horns worked! Please help me understand that. Thanks

Chances are you might have had a loose or dirty connection there that was starving the horn, headlights, ignition switch, etc. for voltage. Jerry
