Some of the HEI distributors will leak there. They need an O ring but normally the stock distributors don't although I've seen some which had a rather thin flat ring gasket between the distributor flange and the block. What year is your engine?

Installing a PCV system instead of a road draft tube keeps a slight vacuum on the crankcase, and will minimize the leak, bit it might not totally eliminate it.

With all of the motion that goes on from the vacuum advance moving the housing, no oil there would wear out the housing or the block or both.
