Anyway, the charging system doesn't seem to be working. What is the best way to determine whether the generator or voltage regulator is at fault? Or, could the problem lie elsewhere?

I talked to HRL and through a series of tests have determined that the generator and ammeter are both functioning. The voltage regulator appears to be the culprit. Tomorrow I'll perform some maintenance on the regulator and an original I have on the shelf.
We'll see what happens.

His needs a bit more- - - -maybe 1000 grit wet sandpaper to the points, followed by crocus cloth and a cleanup with alcohol. Jerry

Today I cleaned the "new" voltage regulator's points with 1500 grit sandpaper and alcohol. Unfortunately there was no change.
I pulled out the 75 year old Delco Remy voltage regulator that the generator re-builder said was no good. I cleaned that up the same way and installed it.
Voila! It worked. It was charging too high, though at 8.1v. Jerry gave me the lowdown on how to adjust it and it's now charging at 7.3v.
So far. so good. I'm sure something else will pop up with this wreck.
I purchased the NOS Delco Remy voltage regulator on ebay for $40 with shipping. Seems like a good deal to have a spare on hand.
The new one lasted 3 years to the day I discovered it had conked out. (purchased 11-22-2021)

That one is an offshore-made copy. I'm going to see if I can coax a little more life out of it. Sort of reinforces my idea that there are two types of regulators- - - -OEM Delco-Remy, and "WRONG"!

The difference between the new Regitar units and the Delco Remy unit is that there were no adjusting screws on the Field or Armature points.
I was able to adjust this unit from 8.1volts when installed down to 7.3volts

The copycats save a few pennies every chance they get. On the ones without adjusting screws, the spring tension is adjusted by bending the stationary spring anchor- - - - - -GENTLY! Back in the dark ages, Delco-Remy was about the only regulator manufacturer that used adjusting screws. Autolite, Blue Streak, and most of the others just used bendable spring anchors. One bit of trivia- - - - -the cutout relay, which controls the voltage when the generator and the battery get connected together after the engine starts, has a LEFT HAND thread on the adjusting screw! That means that to increase any of the settings, the screw is turned clockwise. The spring on the cutout relay holds the contacts open, not closed. Jerry
