It's the little vent/breather for the atmosphere side of the hydrovac diaphragm. How about Quasimodo!

I had a guy come by the shop complaining of a hard brake pedal, what I found was the complete sleeve of a nylon wind breaker sucked down the tube, the cannister was MIA. Replaced the cannister and gave him his jacket back and all was good.
