The regulator has no adjusting screws, bending tabs is the only method from my reading. Not confident with this or any method, maybe a new one would solve the problem

Send me a PM and I can walk you through a very simple diagnostic procedure to make sure the regulator is actually the problem. A short to ground on one of the wires can put the generator into full output, and swapping regulators won't help. Jerry
