I got a replacement fender that had some up near the headlight. I removed it down to bare metal and fixed the distorted part with hammer and dolly, I don't think that area will need more that a skim of filler or maybe just some high build primer.
You can check for bondo with a magnet. If there is very much the magnet won't stick to the surface.
If the paint is well adhered you can just sand it to feather edges and primer and paint over it.
