New waterpump came with steel plate on the back but only one gasket . seems it must have a gasket between the steel plate and the waterpump housing, also the plate and engine block. Can I use black rtv between plate and waterpump housing?

Usually the steel plate on the back side has been sealed at the factory. Was yours not sealed for some reason?
