Plans are to use the pump to prime carburetor and a back up fuel pump.
I want to put a fuse in the best location close to the electric pump or closer to the toggle switch?
I fuse I have is covered in a rubber boot with a cap on it so fuse would probably stay dry .

Put it on the hot wire where it's most convenient to service.

The majority of the time fuses get blown because the terminals on whatever you are fusing get shorted, or a failure in the pump. For those cases you can put the fuse anywhere you like, even on the ground side.
I had a truck catch fire under the dash because a wire rubbed through the insulation between the battery and the fuse and shortes out under the dash.
