None of the clips are missing. The hubcaps mount securely enough to stay on, but can be removed with minimal effort using a tool. It seems likely a cap will eventually be lost. Care must be taken when attempting to bend them.
The 55.2 through 59 only came with 3 clips, so if your caps seem to be secure enough, I would leave the clips alone. You already have twice as many clips than the later models.
