I put a battery in today and was testing lights blinkers flash very rapidly one head light very dim and no taillights.
Would this fall under bad ground wires?

Concentrate on one specific circuit, fix it, and move on to the next one. Rusty body metal does not make for good grounds- - - -run ground wires from the frame and/or engine block to all the sheet metal components; fenders, cab, bed, etc. There's no such thing as "too many grounds"!

Remember that “new” does not necessarily mean “good”, especially for bulbs. They get bounced around a lot during shipping.

Sometimes the filaments on dual filament bulbs can break and cross each other. This can cause the flasher to blink rapidly. Rare - but I have seen it.
