If it’s the valve, spray with a good lube and using a 2X4 block and a hammer and tap on the valve to see if you can free it up. Best to remove the rocker assembly if you can’t get to the valve stem to tap on it. If it’s the piston get your wallet out it’s gonna be a wild ride. Good luck.
