Based on the information I can find, the running boards for a '49 3104 were painted black regardless of the body color.

Is this correct?

Black Baking Dulux is the color called out for them. A side note is that my salesman order books (1949 & 1950) have a provision for 2-tone or fleet color requests routed to the zone office. What that would mean is nearly anything was possible if requested through the proper channels.
