I'm planning to replace the horn button on my '53 3100. How do you get it off, just pry it? Thanks!

You should be able to pry it off with a flat screwdriver at the top. Go slow and steady so you don't mar the steering wheel.

Update: I bought the replacement horn hutton but it's light weight & the base color behind the "Chevrolet" & 3 horizontal bars doesn't match the deep champagne color on the original. So I used a brush on my Dremel with some chrome polish (and some time) & cleaned off all the rust & corrosion. The chrome still looks pitted but it's shiny & I think it looks better than the $50 new button - which I returned. FYI

Do you have "the deep champagne color of the original" on your interior currently?

Yes, that's the interior color so the original matches best.
